Does anyone know about how to obtain one? I thought it was just a test you took at a ministry office. Now I am hearing you have to have some sort of training program before you even go for the test? Is this true ? Where do you go for testing and how much does it cost? How long is the course...

Nope. Actually I've never had an issue with my plate * knock on wood*. Surprisingly it's very visible from behind. It was a pathetic speeding ticket.
