You need DOT. XR-1100 would be ECE/JIS certified along with SNELL2010. The only thing they look for here is DOT approved, Snell is extra. You may be able to pass by explaining to the officer that Snell is higher than DOT and since its a Japanese helmet, its not DOT. He/She may understand that...
