With the poor quality of Ontario roads I'd say 165 is too fast. Now if you do a run at 110 to check road quality the come back and do the run again at 165 that would be okay.
The 400 series highways are pretty boring if you keep it under 150 kph. Of course if you go over 150 there are severe consequences.
