Yes you can ride the street without hanging off. Having said that it comes down to what feels right for that individual. All things being equal (as in feeling right) if a rider hangs off he has a greater safety margin.

First off riding is more dangerous than driving, you know this. The risks of riding can be greatly diminished by doing various things such as but not limited to:

Rent a minivan, load the bike in the back, drive to Colorado and ride around for 4-5 days.... drive back. Between here and there it is boring anyway. IMO, Colorado and western states are much nicer than NC/Tenn and yes I have been to both...actually use to live in NC.
Of course.... it would be hard to do this in a place with high congestion. However, the basic concept may be applicable. The less laws there are the better things get.... i.e. keep it simple.
