I was issued a similar charge for a recent ride to the hospital, i claimed it through insurance and they paid for it. When i called the hospital to ask WTF, they advised that it is an administrative charge from their end, it is not an EMS charge.

Typically i store my bike with the rubber off the ground, on stands. Don't know if its mandatory but i was told to do it to stop the rubber from getting flat spots.
