If that had slipped off the roof of the van in the op and killed a rider, everyone here would be calling for the guys head. It doesn't matter if you live 3 minutes away. Anyone caught doing this needs some common sense slapped into them.
You've got it backwards. The lubrication is sealed inside the chain, hence the need for o-rings. The only thing modern chains benefit from is cleaning. Grit & grime stick to lubes and pastes. Putting more lube on top of that gunk doesn't make a whole lot of sense.
