That would do nothing. The way reflective tape works (and street signs) they reflect direct light back to the source. You can test it yourself, walk around at night with a light source near your eyes and look at a stop sign. This works at any angle. Now get a friend to shine a light at a 45...

I think you're wrong there. To meet DOT regulation you need a sticker. To ride on the roads in Ontario, your helmet need to meet the DOT regulations (or others), therefore you need a DOT sticker. Will they give you a hassle? I doubt it.
