I had a similar thing happen to my T-rex. Turns out it was the tip over sensor, someone had mounted it poorly. Maybe your's is loose or going bad (even though it's a simple mechanical device).

Sounds like a rectifier going bad issue. You can narrow down the problem with a simple voltmeter across the battery terminals. Once battery charged, shouldbe 12.4-12.8volts at rest (or else bad battery). Once bike started and idling you should see 12.8-13v. Raise revs to 4k and you should...
I was going to call BS on the fact that the bike would ingest water and hydrolock the motor and then I thought unless he put a snorkel intake on it. Good thing I forwarded to the end and the rider did just that, plus added an exhaust extension. Innovative but I wouldn't try it.
