The more important part of that sentence is that she will be prohibited from driving for the next 10 years.

Failing to stop for an officer could mean that you blew by a DUI checkpoint or a speed trap. The second one is "Escape by flight" and is when you willfully flee from police when they have given chase.
Oh I wasn't saying it made him violent, I was saying that he was pretty high at the least so you can't apply rational thinking to someone who is under the influence. You have to look at it from a skewed perspective.
