Sort of. Public servants should have similar moral hazard clauses to professional athlete. If you express beliefs that are contrary to law and good judgement, that should be sufficient for employment consequences. Maybe the first time is a slap and training. Give your employer the finger and do it again and you should be sent packing for cause.
This headline is ripe for an Onion article along the lines of "Police face barriers in investigating extortion crimes as 80% are perpetrated by liberals or police".

That aside the marine patrol is often one of the "rubber gun" assignments for problem members.
