OK, that cop is wrong for making assumptions that the rider would run, before even contacting him.

With that said, I'm tired of people who have "runner plates" (my term). The place where the plate is mounted, from the factory, is the only position that you can be sure is legal. That plate position is illegal. It's obscured and not horizontal to the ground. I was struggling to find the plate as well.
My brother was a M/C cop and got into chasing another M/C. After the rider stopped my brother got off his bike to do the usuals and the rider took off. He eventually caught the runner and it was all about him not having all his paperwork.

After that, when the offending bike stopped, the rider was told to drop the keys on the ground before my brother got off his M/C.

Since the cop got to this rider before he even moved the bike there was absolutely no reason for the tackle. I can think of various ways it could have been handled without the tackle. If you have time to tackle you have time to grab the clutch or shove a Billy club into the rear wheel.

In general, the tone of the whole video was too much sour grapes

Also known as assault if a DA had the stones to bring blue in line (and by that I mean treat them as a normal citizen when they are clearly acting outside of their authority). They'd have to be on their way to a new job though as they'd never get a conviction again as team corruption tanked all their cases.

While a M/C isn't covered by the constitution the comment "when I see a hidden plate they usually run" is of concern. If the italicized part was a race or gender, it would show prejudice.

Cops aren't too concerned about stats like that. They don't even track some really important things. I suspect that if it was tracked, every non-factory plate location/angle would end up in the altered plate category. Since that is 90% of bikes on the road, the police would say that 90% of the runners had altered plates. Fun with stats. Meaningless.

To know that you would first have to know how many people break the law with respect to plates. Annual inspections, anyone? Simple question: What is the purpose of hiding a plate, which is against the HTA, if not to break the law? You can have a "clean" looking bike without obscuring the plate.

The first thing that I would do, when pulled over, would be to take off my helmet. After that I would remove the key from the ignition. The second might have gotten me shot, in some US jurisdictions (hand going into pocket).
 
Getting caught lofting the front by a cop that is sympathetic to a mature rider who is genuinely sorry can happen. But it only works once with that cop.
