Video linked below shows plane today. Definite prop strike. The damage is even worse than it appeared from the original images. Wing appears to be a few inches aft of its home. Partout should have quite a few pieces still viable.

Many years ago I loaned a bike to someone who let an unlicensed person take it for a spin. They crashed it but fortunately the only casualties were the shock tubes. Had there been a personal injury to a bystander how would the chain of financial responsibility go?
It looks like taking without consent can have a summary judgement and full theft requires a criminal trial prior to judgement. You can get taken without consent charge as a passenger.

It's also the term/charge most frequently used when a child "borrows" the vehicle of a parent, without their permission.
If it's an unlicensed driver and a serious big dollar crash can the insurance company refuse to honour the claim?
If yes does the owner go bankrupt?

That may be the upside to the taking without permission charge. That should allow the owner to use their insurance to deal with the fallout. If you throw the keys to an unlicensed driver, the financial implications suck.
The insurer would likely pay out, but then good luck when you come up for renewal.
Some people just drive ridiculously faster than their reaction times warrant. I got passed on Clark Blvd. in Brampton, around 8:00am today, by a Mercedes that had to be doing 100 Kmh. It's a 50 (40 during school hours).

Back in my college days I had a 'friend' who ran his car on Georgia plates, for at least 2 years, as the car was bought with them mounted.
1) Scrap HTA 172 and its kin.
2) Appoint 24/7 judges for cases of dangerous driving. Have them on call like other services.
3) Detain the alleged dangerous driver until a hearing before said judge.
4) If there is solid enough evidence of dangerous driving he goes to jail and fights his way out from there.
5) The charge should equate to attempted manslaughter.
6) Bail? Hahahahaha
