Heat makes things expand. You do NOT want to expand the bolt. You DO want to expand the material that surrounds the bolt, and is entrapping it.

True. You need a torch to heat that thing. Heat the surrounding structure so it expands, releasing its grip on the bolt. After you cut it, that is.

If you can get a hacksaw blade into the gap where the pinching occurs, get in there and cut the bolt in half. Then extract each half.

I have one just like it in my dining room. It was my grandmother's, and it's in much better condition; useable I'm sure.
