Having the wrong license is the same as driving without one. All the piece of plastic is, is identification.
He got caught at least once before, as the interlock indicates. How many runs did he make before getting caught?
How many accomplices did he have? Who handed him the keys? Who knew what he was doing but didn't snitch, family or friends?
How do we punish someone who treats the law so lightly?

Graduated licenses were a quantum leap. We need another one
Don't disagree. But this is not a licensing problem, it's a people problem.
True again but truly good people don't need any laws at all.
Commercial drivers need fingerprint technology on their license. A grainy postage stamp sized picture of a guy with half his face hidden doesn't do the job.
Criminals create complex laws as they find loopholes.
We're all susceptible to breaking speeding laws. Downhill, clear line of sight, good road, optics, clear weather etc.
Driving without a license is deliberate. Zero tolerance and mercy.
The DUI, I'm an alcoholic and therefore sick excuse.
If you are allergic to shellfish where even a trace of shrimp causes your death you 100% avoid shellfish. You challenge everything that might touch your lips. You don't share plates with your spouse. You don't kiss them if they've been eating seafood. You do it to save your life.
If you are an alcoholic you recognize it impairs your judgement.
That means you can't drive.
It also means you are unable to judge whether you are safe to drive because you only had one beer.
If you are an alcoholic, you are an alcoholic 24/365. You don't go to bars. You toast with grape juice.
If you're allergic to seafood and want to risk a sketchy buffet go ahead. It's your life.
But if you're an alcoholic it's also my life at risk because as a true alcoholic you can't control your actions if you imbibe. Not a sip, not a sniff.
There's no day off. No under point 08. Anything less than that is jerking the system. Anything over zero BAC is a criminal act even sitting in your own home. You choose to get off a DUI by legal definitions, you go to jail for similar reasons.
