Your not not far off. The reported interim plan is to reduce the speed limit from its current 90 Km/h to 80 km/h with lots of police presence, until it’s resurfaced. Guess they are hoping to recoupe as much cash as possible to pay for the resurfacing. This may Prevent some of the accidents, but the bigger issue is the lack of merging space between on ramps and off ramps. Too many vehicles trying to crisscross into each other’s lanes.

There is already a ton of police presence there and has been for years. My in laws live about 5minutes off the RHP, avoiding it to visit when on my bike is about to become a huge pain in the ass.

None of this is a big surprise really. I have seen more cars off the road on the RHP then any other road I can think of in the area. The Stone church/Mud exit is prime viewing for cars spinning off to the inside of the curve.
 
Is the RHP any worse than some old roads where the pebbles are showing through the asphalt and they have been polished by years of traffic?

Yes.
I've walked many sections of the RHP in a professional capacity and it's porous and slick even in dry conditions. It literally feels more like plastic than pavement.

Are you able to speak to what is actually different (eg. different binder or aggregate, rained as it was being laid, etc)? I would think that a porous surface would generally have more grip but less longevity.
 
Red Hill resurfacing / reconstruction bumped up to May 21 from July. Northbound closes at 9pm that day.
Southbound starts when nb finishes.
It's predicted to be done by the end of July.
