Did the op even mention what kind of mods they were considering?
Are they looking to change appearance or performance or both?
It's their ride, they decide.
It nice to make recommendations spending someone else's money.
Lots of inexpensive mods you can do to individualize your ride.
Definitely look to improve skills. Gear? Imo that comes naturally as my closet seems to lack any space for new stuff but, seem to find more space every year.
Get out, meet new people and riders. Debunk the stuff that doesn't make sense and follow what makes sense and you should do all right.
Folks blow money on stuff all the time. Waste it in fact. Some don't see it as a waste.
If I was a new rider on a small displacement machine, I'd likely keep aside any spare change for my next bike and ride the snot out of what I've got.
If I could squeak out some more power on the cheap, I'd do that. Keep parts to bring it back to stock when it's time to sell.
Maybe I keep it because it's awesome to ride? Mod it to the way I want. Luggage, power, comfort. What ever.

Everyone here keeps talking about adding power, but no one talks about removing weight. The CB300F is under 350 lbs. With a little ingenuity (ie, lighter tires, exhaust, etc) that thing would be a hoot to ride. The engine is a 286cc single, there's very little you can do to get much more power out of it.
Remember the saying: "It's more fun to ride a slow bike fast than a fast bike slow"
The 300F, IMHO, is one of the coolest little bikes out there. I've even been considering one as a small commuter/city bike for the majority of riding I do. There aren't too many small modern standards around these days.
OP, do what you want to make your bike cool (you won't get it back!) or save $$ for your next bike. It'a all about priorities and having fun.
You missed my point completely. Life isnt about asking why ppl do things differently. I fully aware of the mods doing nothing much for performance.

Most look in admiration. I had a 70 year old woman come up to me once and say "you guys on those fast bikes really know how to live." I thought about her remark as she trollied her broken up 80 year old husband into a special needs van. She was at the end of her life and was cheering on someone who knows that life is most exciting when you live on the edge. Not to mention the pussy factor of a SS bike. Actually I agree, the little Duke is a cooler bike; lighter and more power, and a sharp color scheme!
However, the CB300F has Honda reliability and serviceability.
The KTM, not so much. I've read a lot of reviews and I've sat on both. Honda was a more rleaxed fit (for me).
Besides, the OP has to work with what he's already got.

IMO upgrading riding gear is more satisfying than upgrading parts on bike. Since moving from my learners cbr250r to a cbr600, I thought I'd be modifying my bike, but I'm actually more interested in getting different gear for different occasions of riding. Whether full leathers, or hot summer riding gear or even commuting to work tex/mesh jackets.
but like others said, seat time and going to a riding course would definitely be worth it
i think I'm becoming a gear whore. Lols.
