Who can run out of province plates?

Service Ontario only has an Ontario data base. I want to check the status of a bike from Florida. Anyone know where I could get that done?

You'd probably have to visit a DMV in Florida... don't know if you can do it online or over the phone. For that matter, I don't even know if you can lookup plates for sure. I know you can lookup by VIN like we do here. Maybe carfax will have some info on the bike?
