"Suitable" is your own judgement call. Weigh the risk and reward and you will have your answer, it may not be the same as others

Yes, check with the legal secton of the forum. However, there is no age criteria. Passenger must be able to comfortably place their feet on the pegs/foot rest.
 
This had gone stale. We needed a fresh one.
