User notes plugin?

Is there a plugin that would allow for a user to enter personal notes wrt other members, so if I read a post by memberX, only I (not counting the mods/admins) can see what I wrote. Let's say user X likes to troll RR threads but may offer good info on legal issues or user Y may have had many riding technique posts murdered by respected track riders but may offer good mech info, I can write that as notes for each user and I can see it next to each one of their posts?

I am not referring to any specific users, but I always thought it would be a cool feature to have and was wondering if it's already out there.
 
It would certainly be useful, but I haven't seen a plug-in that will do it. If I come across one I'll let Paul know, but realize that anything additional can impact performance in some way.

There might be some sorcery with locally stored cookies that can minimize the performance penalties but I'm not a programmer, so I can't make any guarantees but thanks for looking into this
