Assuming they instrument the roads, if there is a problem, it should be easy to see in the data. Better than stupid noise radar which is a useless wank (that Toronto is currently considering).

Now, I assume that these will be fun roads not highways. If the vehicles are spaced far apart, it isn't hard to pick off individual offenders to punish instead of prohibiting a whole vehicle class. That assumes that there are some bad actors (GP Exhaust, straight pipe etc) and the complaints aren't due to stock bikes getting their neck wrung.
 
Anybody know what bike culture is like in Germany? Or what current laws are regarding aftermarket exhaust? Google is being surprisingly unhelpful
 
You can't get around TUV standards - it meets or it doesn't. If it doesn't you better have an explanation ready.

That's kinda what I thought, but if that reflected reality then how could they be having this problem
