It's for sneaking up on cars for traffic violations (ie. Revenue collection ) and to make the cops feel bad ass.
 
I think I saw one of these bikes heading to the Honda Demo Day up in Lindsay last Friday -- Black bike was coming the other direction on the 35 and as it got closer I thought I saw police lights on it before it went by me.
 
Apart from my dislike of this from the simple standpoint of not being able to spot a cop if I need one, this strikes me as a singularly bad idea. Police and safety organizations are constantly harping on the concept of visibility for motorcyclists, so they paint their own bikes flat black? So we've got under-protected riders on heavy bikes, made even heavier by all of their electronics. The first thought that strikes them is, "Hey, let's make them harder to see, to balance things out."

Stealth vehicles are for tactical response. Continuing and even adding to their numbers makes it clear that stealth is more about revenue, than safety. The mere presence of a marked vehicle enforces better behaviour.

Remember when police cars in Toronto were bright canary yellow? I do. I loved those. They were awesome.

Supposedly they stopped being yellow due to occupational health and safety issues with lead paint.
 
people hit motorcycles because they claim hey couldn't see them.

what if they hit a cop they couldn't see? would that be jail time?

I might quibble with this a bit. But just to be clear I am not in favour of stealth police vehicles because of how their presence could impact me(revenue, demerit points). As an effective policing tool they have merit imho.
Social media being what it is you'd have to be living under a rock to not know about the ever increasing presence of these units. If that doesn't modify behaviour what will? Spotting one behind the bushes? Usually by the time I see a marked cruiser it's already to late for me.

Yellow paint and gum machines on the roof. At least you could see them.

I had heard through one of our fleet mgmt staff that Guelph tried the Victory, not sure if that was theirs. He also said that they were not going to stay with the brand due to damage sustained during tipovers, too expensive.

Even getting caught only appears to modify behaviour in the short term, whereas a visible enforcement vehicle has an immediate and noticeable effect.
 
you need a court order for a wire-tap ; you should need one for undercover work too.

From my perspective, we need different types of police vehicles to be able to effectively manage traffic. Marked units are good for some things, ie. the OPP pace car on the highway at rush hour. Unmarked cars are good for cell phone, and moving violation enforcement. Motorcycles are good for seatbelts, cell phones, and responding to collisions in heavy traffic. Planes are good at measuring speed of those drivers that are really adept at spotting police vehicles and in areas where stationary enforcement isn't an option. I'm not saying that police officers need more pickup trucks or minivans, I think we have enough of those. An unmarked motorcycle would encourage pursuits in my opinion and riders in this Province don't need an extra excuse not to stop.

Stealth seems dishonest but the people who get nailed aren't? If the half of the population who drive like dbags would stop ruining it things might not be as bad. Out here away from the big city they hide their cars completely out of sight. Suddenly a cop will just walk out of wherever in a hi vis jacket or vest and you know you're done. They do It because enough people are stupid on the back roads. Same spot since I was a kid and they still nail people in it every day. Cops fault? Hardly
