safety/certify question

so i plan on doing my ex-500 project, and after looking at the frame and everything, apparently it still has a clean title. however, when i look at the front end, the stopper in the middle of the front end that prevents the handebars from going too far left or right is a little dented. heres a picture of what im talking about. im sorry about my lack of technical terms.

can someone please tell me if this will be allowed to pass safety like this? or will i had to get the part welded off, made, and welded back on?

judging by your photo, that stop tab can be straighten and rewelded as good as new. there is good welder down the lane at rosey toes.

do you think this is necessary for my safety of the bike?

and on a side note, can the ninja 500 handlebar be replaced?
