since when does canadian tire not safety bikes?

When they don’t have a mechanic with an M working, they actually follow the rules (that the bike needs to be ridden for part of the test) and don’t do them.

Other places are less scrupulous. Or worse yet, you end up with someone who’s potentially never ridden a motorcycle in their life taking yours for a spin.

What rules? Did motorcycles need safeties done on a regular basis in the past?

Vehicles didn't even need a safety inspection done when I was a kid, since then the rules and requirements have changed fairly slow but constantly, smog inspections were not a thing then they became one for cars but not bikes and now it's just another tax, tomorrow who knows.
At one time government didn't keep track of a VIN resale history, now they do so at your cost and that has also become part of the vehicle ownership process. If Ontario was to adopt the B.C. model you will be getting all your vehicles inspected annually. Nothing is sacred and the rules get changed with the stroke of a pen, you've got to roll with the flow of bureaucracy.
