Rebuilt bike, with replacement identity tags - clean title through many owners

Looking for info on this... is ServiceOntario clueless, or is this a problem?

Used bike. Honda Shadow. Legit owner. Legit ownership. Currently insured. Used bike is purchased. Of course safety needs to be performed.

Bike has Manitoba replacement ID tags on it from long ago back when re branded as 'rebuilt'. Safety mechanic used those identifying tags for safety certificate as that was only VIN on bike.

MTO complains because safety cert does not match ownership.

Why does this become problem now?

Used vehicle package from MTO lists the same VIN as ownership and shows bike has changed through other Ontario owners during its life.

Should MTO not be able to cross reference this? They want faxed info to look into. They aren't sure how this came to be.

Mechanic could not find any other Vin on frame...likely because of the rebuilt brand and past damage.

As long as it was titled as rebuilt (RBLT on ownership) before the law took effect in Onatrio banning the plating of rebuilt bikes, then you can ride it. If it was introduced into Ontario's ownership system after the new laws came into effect, then you're SOL.
 
Ontario ownership is already branded as Rebuilt. The 17 character VIN on ownership starts with 1 though, not RBLT if that is what you mean. Multiple prior Ontario owners had registered bike as far back as 04.
 
As far as I know it was 07 when the law changed.
Tell the MTO to get their **** together, as it's obvious the bike is legal if it has been plated and ridden in Ontario since before the law changed.

That is my thinking.
It seems the only issue is the safety and that having to be tied to a VIN. Mechanic can't find the VIN on bike...only the old Manitoba replacement identity label. Mechanic says he has to safety to an ID number so used that. He'll correct safety cert with VIN number if one can be found on bike. Nobody can seem to find VIN on bike.

Usual bottom frame, steering neck and front frame locations do not have it.

Like I said...Why is this only issue now? Going to have to follow up with MTO again. Past safeties were done before...did those mechanics just rely on ownership VIN without looking at bike?

That would be my guess. The other mechanics were probably "cool" with putting the VIN from the ownership on it, unfortunately yours doesn't seem to be.

I wouldn't get too ****** at ServiceOntario unless you knew for sure how the others were done. Surely you can understand how a safety bearing a different is not valid to that ownership.
 
Ive always just had the mechanic use my ownership to copy down the VIN

At the same time if the ownership VIN isnt on the bike anywhere that is fishy. Could be a guy just took the same bike with a different VIN and used his original ownership with it.
