Personally, I would never load my bikes onto that thing. It looks a little dangerous to me. I would rather tow my bike using a bar if I had to make the choice between the two. It definitely needs lights, but you can get them from most department stores for $25-$50 that hook up to your harness and on magnet mounts. Perhaps consider purchasing an open utility trailer. You can pick up wheel chocks that are removable, carry multiple bikes, and use the trailer for other exciting things. Keep checking the ads, there should be some available for around that price, maybe a dollar or two more, but not much more.
