Possible changes to green plate legislation - ride your dirtbike on the road (?)

You should have met the inventor ?
The twin engine Jiger used 4 rubber drive belts plus 2 crude disc brake mechanisms and lots of drive chains, when you pushed the stick forward it just pulled a couple of v-belts tighter, that was the clutch lol To steer you just made the motor on one side go faster then the other and at the same time it applied a little bit of crude brake action to the opposing drive side.
 
I have no problem limiting off road vehicles to off road use only.
Insurance, licencing issues come to mind but the biggest issue for me is the horrendous amounts of dust they throw up when they bomb down the shoulder of the road.
When cleaning a bike or muscle car takes 4 hours only to encounter a huge dust cloud is a pita not to mention the 5 hours it takes to change an air filter on a ss bike.
I don't care if this sounds like whining but I like clean vehicles.
 
So can I call an 'Ariel Atom" an off roader and finally drive it on the road?
