If someone is looking to buy a street bike and converting it to a track bike, or just buying the bike for parts, what happens with the ownership?

Do you buy the bike like any other vehicle by transferring ownership first or is there something that you can do to write off the ownership and then just selling? The former would require safety and latter would not?

The ownership is technically tagged to the frame. If someone sells you a motorcycle and you do not transfer it over to yourself, then the bike/frame still technically belongs to the previous owner. If you ever want to (1) sell the frame, (2) sell the track bike with the option of the next purchaser to continue selling it down the road, (3) sell the frame if you're parting out the bike, then you will want to transfer the ownership to your name. If you do transfer the ownership to yourself, then it'll just be listed as "unfit" since there was no safety.
 
There's also the tax you'd have to pay when you register the bike in your name. If it's going to the track, register the bike as (unfit) - no cert required, it's a track bike.

Why would you even do that for a person, especially if not getting paid upfront to do it? Make sure you collect on that $30.

You're right. I should have. But that would have been more out of the way. My fault for trusting someone. He's trying to sell the bike for parts now.
 
As already mentioned, whether for street or track, the ownership should be transferred. From a sellers standpoint, you'd be wise to ensure a sold bike is no longer registered to you, because with ownership comes liability. You never know what crazy crap you'll get pulled into if you're still the registered owner.
