I bought one for my bike this spring. Had to go through almost a dozen character combos before I found one that was already taken. Sucks that you can't buy the plate from the person who owns it.

I believe custom plates are transferable... I'm sure you can buy it, if the owner is willing.
Vanity plates are not transferable. The only time where it is is when is when he/she is a close relative (mom, dad, sibling).
I had a whole list of available 2 letter and number combinations (69 wasn't available) but i forgot where i put the file. I went for a dictionary word instead though.
... I couldn't find any that I liked. Most of the ones were taken.

You don't have to ride like a hooligan to be hassled by cops.
If you know you haven't done anything wrong, then getting pulled over shouldn't bother you at all. Other then the fact that you lose a couple minutes of your life.
Anyways, i was at the MTO today and asked if i can transfer custom license plates and they said the following.
Any plates including custom ones can only be transfered to a spouse or spouse to child. You cannot transfer license plates to aunts, cousins or even your siblings.

Its not only that. Personalized plates are easier for anyone to remember Ie:thieves, civilians etc. If you're driving isn't up to anyones par they can remember it alot easier to report your driving behavior then say letters with numbers.
