Off road Vehicle act changes ?

I thought I saw a post here on changes to the Off road vehicle act that allows dirt bikes with green plate to ride on the shoulder of the road like ATV's. I can't seem to find it. Does anyone have a link ?

Possible changes to green plate legislation - ride your dirtbike on the road (?)

They changed provincial laws allowing municipalities to allow offroad vehicles on the shoulders. Not all municipalities have gone forward yet, most in fact.

Riding the shoulders is allowed in certain municipalitys when traveling between trails as i understand it
