With lax penalties, recidivism is not unexpected. All you can do is protect yourself with the proper comprehensive insurance (theft & fire).

any luck from security footage? Assuming you had cameras in the garage.

That doesn't make it impossible either. I remember a couple posts last year of bikes being stolen from a secure parking garage.

Well Valet parking at my hotel has secure password protection to go between the underground floor and has 24hr security as only staff is allowed to move vehicles in and out. The garage door won't even open without radio request sent to front desk.

But nothing is impossible, but definitely a much harder job as this is staff access only.
