What about scooters? Burgman 400? I don't know anything about them. Seat height too much or too heavy a machine?

People get suckered by scooters....even many of the smaller ones have high seats the 650 weighs in at close to 600 lb.
They are both pretty chunky machines
That's how I got my first maxi-scoot - guy was 5' 4" and dropped it in his yard....
There are people that have lowered the 400 and the starting height is 28"

But I think there are better choices out there ( and the Burgman's aren't cheap tho some 400s go for not much. )
5' would be very tough - really need to know the inseam.
Rider can gain an inch or even two with built up riding boots.

good thing on the Burgmans the weight is way down low so they feel light
400 with a cut down seat and some decent boots might be a reasonable choice.
