I had this discussion with one of the leading researchers of this in Canada. Know the biggest problem in it's use for military applications? Puncture and it all spilling out. you need a puncture resistent layer which itself is heavy and unflexible negating the advantages of the liquid. Also, how will the fluid react at -45 in Petawawa compared 45 in Sudan?

Depending on the type of liquid the just coat or soak the material in it. There is allot of different avenues of research on this having liquid sacks on someone probably is the solution the will end up with.
 
I think this has great relevance to our armour when worn inside a jacket or elsewhere as it shows amazing energy dispersal especially to penetrating type impacts, the type we are probably most vulnerable to given what's available now.
Of course very sharp slow speed penetration as in a knife/arrow type impact will still be a challenge I think.
