Tariffs are on the invoice price charged to the importer by the manufacturer. That means the dollar amount varies by channel.
If you bought a bike in Buffalo from a dealer. and imported it yourself, it would be the price you paid + 50%. So, if you paid $20kUSD for a PanAm, customs converts that to $27,700CAD, then adds tarrif, $13850, then $5401PST&HST (both taxes are the selling price and tarrif.). That’s $47k rounded out.
Same Harley purchased in Canada? That would be imported by Harley to Harley Canada at an inter company transfer price, likely around $18kCad. That would mean the tarrif would be $9000.
So… that pre tarrif bike today would be $26300 plus $3419 HST for a total of $29719 out the door.
If the bike enters Canada next Monday, assume the retail price will jump by $9000 (the tarrif). So $35300 plus $4589 HST = $39889. $10,170 more.
My guess is used late model Harley’s will jump in price like a litre of gasoline if this sticks.
Maybe. We're also approaching off-season so I suspect if sellers try that, the market will freeze as buyers hope things will be more favorable in the spring.

Importing used Harley’s is cost prohibitive with a 50% tarrif. CBSA uses FMV retail prices to calculate tariffs and taxes on used vehicles regardless of who imports them or what you actually paid.
I know a lot of dealers import bikes for their used inventory.
The more interesting thing for me will be new bikes. I expect dealers will mark existing stock up to include tariff and then discount to sucker buyers into a "deal" (that is more than current msrp).
That might be tough. Harley’s have date codes, anything manufactured before Aug 31 will already be in Canada - they likely shipped everything they expect to sell already to beat the tarrif date.

Look at a used Pam-Am, from what other ADV riders say they depreciate quickly. Lots of people selling them after a year or so as well with little mileage. But hey if you want new to treat yourself nothing wrong with that either.
