How do you transfer ownership from a friend who's out of the country.

• Friend moved to overseas for the year
• Friend wants to sell the bike
• Friend has no idea where the ownership papers are

We are thinking of transferring the ownership to me first because I have a billion ways to prove he's a childhood friend blah blah blah then me transferring it to whoever I sell. But regardless, how would I transfer the ownership without him being present in the country and without the ownership papers?

I was able to register a bike w/o ownership, however I had the used vehicle package and the seller used the attached bill of sale as proof of sale

I simply took that used vehicle package and attached bill of sale to the ministry and they were able to do it for me.
