I asked Keith and it's a detonation counter.
The detonation counter sensor picks up an engine's irregular combustion (detonation) and displays the number of times it occurs on the detonation counter unit. The counter provides a detailed detonation map which greatly assists in carburettor setting.
 
detonation counter helps you advance the timing as much as you can and will also pick up detonation from being too lean. Honda's typically ran better richer. But you advance the timing to increase performance.Too much and you blow up. so you count the number of detonations per lap. Too many is not good and too little is too slow. My 96 RS 125 weighed 157 pounds and made 46 HP. We would run different timing and heads for different tracks. Not to mention jetting almost everytime you went on the track to run competative. may sounds like a lot of work but the bike was made to be worked on. I could strip the bike down to the frame only in under an hour.
