The comment about the light says it all, it was time to stop, but the rider decided to keep going.
We don't see the light anymore, but it is clear the rider went into the intersection when the red light was already on.

Like they say it's better to avoid the to brake hard/skid... But if he was paying attention he could have stopped easily
