Gasoline Dirt Bikes and E-Bikes All Over GTA Streets

Here in my area of Keele/Finch I see lots of gasoline (no plates or lights) dirt bikes going wild in city streets, neighborhood streets and pathways in parks, and don't get me started with E-bikes flying through redlights and stop signs. Do Toronto cops don't care anymore about this type of stuff? When I was a teenager my gasoline minibike got confiscated in the private parking lot of a mall. Then they said 3 years ago that E-bikes were banned in Toronto and you would get a ticket.

10 years ago a friend of mine got fined for no licence and no insurance on a scooter, now there's a billion of them downtown Toronto. I now see full-blown motorcycles (electric) that look exactly like an R1 being ridden in the middle of major thoroughfares in the middle of traffic with NO license nor insurance nor helmets. Are the laws relaxed now or what?
 
In short, no. E-bikes were never banned. Many of the DUI mobiles/motorcycle reps are not ebikes by definition, they are illegal motorcycles (no proper VIN, no insurance, no plates, no registration, improper helmet, etc). All powered scooters are illegal in Toronto. Cops just dgaf.
