One of the reasons why we have helmet laws is due to OHIP, etc. Government wants to reduce the cost of treatment where ever they can and head injuries are expensive to treat. Helmet laws are not on the books for the benefit of the rider.
In the US where some states are helmet optional and people rely on insurance plans for treatment, the government doesn't care as there is no burden. The way they see it is there are two options:
- No helmet and die at the scene
- No helmet and can't afford the treatment and die in the hospital
It's cut and dry for them. Tax payers aren't paying.
All that being said, I would never ride helmet-less.
