Fine for not wearing helmet

I would assume Insurance would care because they would be paying for your hospital bills. I ride a SS so riding w/o a helmet is totally out of the question for me but I could see why now if you had a high windscreen. I used to love riding with my visor up, until you get dust and shiet in your eye.

One of the reasons why we have helmet laws is due to OHIP, etc. Government wants to reduce the cost of treatment where ever they can and head injuries are expensive to treat. Helmet laws are not on the books for the benefit of the rider.

In the US where some states are helmet optional and people rely on insurance plans for treatment, the government doesn't care as there is no burden. The way they see it is there are two options:

- No helmet and die at the scene
- No helmet and can't afford the treatment and die in the hospital

It's cut and dry for them. Tax payers aren't paying.

All that being said, I would never ride helmet-less.
