Fender Eleminator?

I just wonder if those things are officially legal? As I understand, the only thing which is specifically required in Canada, is the distance between rear turn signals. Is the rear fender required, or it's just an "useless" accessory?
 
Depends on your definition of useless. When I ride in the rain on dirty/dusty roads I find it very useful.
 
Which level of legal are you looking for: 1) will pass gov't safety requirements leaving factory OEM 2) will pass safety inspection 3) will not get you pulled over constantly.

I did not tell: useless; I mentioned: "useless".

Assuming the FE includes a plate light, has good plate visibility and half-decent signals:

1) No
2) Yes, it should pass
3) No, you shouldn't be bothered

However, following the letter of the law, removing the rear fender/mudguard would break
