Electric Motorcycles?

Only if you've got a parking spot with power. From looking at apartments in Toronto, it appears most don't even have parking, nevermind powered parking. Assuming you did though, yeah, it'd be nice in the city.

Unless the battery comes out for charging...?

I used to live at the condos across the road from Kipling subway station. They had several spots specifically made for electric vehicles with plugs installed. Of course, you had to pay to get the plug unlocked for you.

would you require a class M licence to ride one of these? would they have to be licenced and insured? they don't quite fall under the motorvehicle classification as i understand it nor do they qualify as an ebike (no pedals, top speed too high).

They are considered motor vehicles by Transport Canada and are approved for use on Canadian highways. Under Ontario law they are treated the same as any other motorized two-wheel vehicle that doesn't fall under Ontario's eBike definition. That means a full motorcycle operator's license, full motorcycle vehicle registration, and full motorcycle insurance.

I've seen something similar at hotels up north but it was explained to me that these outlets are actually for block heaters.
