Closer to a purchase now-Advice needed

Hi again,
So my ongoing saga to try to buy a 2010 Tiger 1050 SE continues with what I think is a fair offer from a dealer but I need a little advice.

Quick history: Went to test ride a used 2010 Tiger 1050 SE with Arrow road slip-on (a $750 option which with the tune makes the bike much smoother) from a dealer willing to give me a great trade in price for my old bike. Test ride was great, bike is a dream, only problem is the speedo got water in previously and wasn't working (buttons not responsive, flickering numbers/screen etc, speed not showing....rode fine though, also seems to be a missing warning light cap/cover which is where I think water got in from when dealer had it washed). I told dealer (not a Triumph dealer btw) that I would buy the bike if the speedo gets fixed such that I could be sure that washing the bike would not result in the same problem. Bike is out of Triumph warranty by 5 months.

Dealer gets back to me today and says he will dry up the speedo to the best of his ability, clean bike up and put fresh oil and filter in and reduce price by $750. Also mentions there is a recall/update that may affect the speedo from Triumph and that it "may" be replaced by Triumph but this cannot be confirmed until Triumph dealer sees it and this will only occur with a customer and not a dealer. He also said that if I get a replacement speedo or a repaired original he will replace it for free on the bike. I'm currently trying to confirm what exactly is up with the Triumph dealership and what they may or may not be willing to do with the bike regarding updates or recalls.
I asked him if he can dry the speedo so it at least registers speed so I can get the bike safetied and then plated so I can ride it back to where I live (dealer is 1h away).

Cons/Potential costs: New OEM Speedo is $1300 in Canada. It may be less if I purchase in the US. Used Speedo cluster is $500 ish on Ebay as they pop up occasionally. There is also a company that repairs instrument clusters in Ontario but I don't know how much they charge and what the turnaround time is.

Positives: Good trade in price for my bike (prevents the hassle of trying to sell privately in a depressed-ish market and also not having to take a larger loan out to finance a bike purchase from a private seller. Good below market price ($8850 CDN that's with the $750 drop) on a bike that is rare here (only one other similar model for sale in the province from a private seller, this is $1750 more and doesn't have the Arrow can and it's not an SE edition so no gel seat etc, kms on the private sale one are lower though).

Thoughts? Is the problem with the instrument cluster surmountable easily? I can ride with a GPS for speed readout for a while until I get the right deal to fix the problem (bike has 12v supply fitted). From what I saw of the display it's not totally fried and it looks like a little drying might coax it to work for a little while.
 
I did not hear anything about cluster recall on cluster. Not sure what are they talking about but I would not count on it.
750$ should be enough to replace cluster if you can wait for good one to pop up.

Maybe you can dry it and seal missing cover with silicone and just keep the money.

They change from miles to kilometers with few presses on button for gauge but odo will probably stay in miles.

It is not ideal situation but I would probably consider it. It is hard to find used one. I looked for a while but I had to go to dealer.
