Can plates get transfered for the bike that I buy?

Hello,
It's been a while since I bought anything automotive. Simple question.
If I want to buy a bike from someone. Can he transfer his bike plates with the bike or do I have to get completely brand new plates from MOT?

New plates. Plates belong to the person that they were issued to and can not be transferred to you.

A long time ago the plates belonged to the vehicle and could be transferred to the new owner but not any more.
