Buying track bike.. do you have to take it in to MTO to transfer ownership?

If I go to the MTO, will they require me to purchase the UVIP there? Then won't the seller have to sign it as well? That part is kind of confusing.

Yes you will require the UVIP there, and no you won't have to get the seller to sign. In the past they would take look at the bill of sale, but now they just use the ownership.
 
Seller has to sign the ownership, as others have stated. Even with a bill of sale they just ask you to write the sale price on the UVIP, which you can get for $20 when you go to change it over. The best reason to have the ownership is in case it is stolen and then recovered - how do you prove it's yours?
 
Just go an transfer it. You'll have to pay 20$ for the UVIP and they'll have you write how much you paid on the top corner of it. Write what you want, and pay the silly tax on whatever you wrote.
Don't forget that they'll send a letter to the previous owner asking them what they sold it for. If he writes down a different number than the one you scribbled in the corner of the uvip you'll be in for a world of hurt :(

If you're going to write $1 or whatever on the uvip make sure you have a deal/handshake with the seller that when he gets the letter it either gets $1 written on it or put right in the shredder, either is equally effective.

Perhaps. I'll for sure let everyone know if that happens. So far so good though. It's been about 5 years since the first one. And about 6 months since the last. The last time was when I ha to write it myself on the UVIP.

Yup, that's why I only buy bikes worth $500.. it seems to be over a threshold for them to care. Track bike however is only likely to be worth $100.

I'm not sure what the criteria is for sending letters, maybe random? I know my buddies last two bikes he wrote $1 and they sent three letters each time (to each seller).
