That's the whole point - it's not supposed to be a mass public event. They're trying to make it a MORE social event where locals in a particular area can meet and actually talk to each other that might not have otherwise, rather than cliques from all over the place converging and hanging with themselves. When I've been to most MS events, I didn't really care if anyone was revving their motors, wheelying, or doing other stupid stuff. But when it was held in my own neighborhood, I was pretty embarrassed and hoped nobody would recognize me (when other people were doing stupid stuff).
