2 cops in the car, must they both attend?

2 cops in a minivan pulled me over.
The driver made the stop, pulling up beside me at a light, telling me to shut the bike off. Beyond that there was nothing from him.
I dealt with the passenger/ticket issuer.
Do they both have to attend?
 
If one witness can provide the evidence sufficent to prove all the elements of the offence, then that one witness is enough.
 
The cop who wrote the ticket will attend the court date. The other cop may be used as a witness.
 
In this case, one seems like it would be enough. If it was a speed trap (i.e. one on a bridge with the gun, one in a chase car) I am pretty sure they'd need both. In this case, the one officer that attends your trial will say they saw whatever they pulled you over for. If he says his partner saw you do something on the stand, you have a chance (if the partner is not in attendance).
