Honestly I think you're kind of overthinking it. My next bike happens to have ABS but I, along with everyone else that rides, have been fine for years without ABS. People have been riding for a few decades now without ABS and have been just fine. It's a new feature, sure it'd be nice to have but...
It's still worth getting your M as soon as you can. You won't see insurance benefits immediately but I know at least 6 years after your M you do get some big breaks.

I guess it can vary depending on each case. I got another quote for 1k/year once I bundled with a car, of course that will likely be the one that I go with. Has he tried asking other companies? Is it his previous insurer that is denying him coverage now?

Yeah I had the same concern, I asked if it was guaranteed and he said it was guaranteed for 30 days as long as all the info I gave was accurate. My biggest fear is buying the bike and then not being able to get the coverage. Hope it all goes through okay.
