He won't be able to get your distance accurately either. It's difficult to judge distance with the eye. Afterall it's math and is an exact science. How could he tell that you travelling at a constant speed? Again very difficult to judge. Even pacing you needs to be done over a min. distance...

It is impossible for a cop to tell how fast you are moving simply using his eye and they are not trained for this.
