I will assume that he has been living in Canada for the 10 years that he has had his G license. So how is this an issue? In 10 years here he cannot read a test well enough to understand it? really? C'mon!. Did he go out of his way not to become fluent?

You can always park on top of central square. There was/is an old cruiser parked in one of the nooks up there. Just ride down the handi-ramp. Cheers.
