I saw today an ATV (quad) with license plate, riding on lakeshore. I never thought that was legal? rules have changed? (it was in Mississauga BTW)

Unfortunately my bike got stolen 2 nights ago, fortunately I had theft insurance. I reported it both to police and insurance. I was told by insurance that claim department will contact me within 24 hours. It's been over 24 hours already, and no-one is calling..How does this process work now. If...

Passed by an accident scene at trafalgal and Britannia last evening. Bike (blue -sport Turing) laying on it's side in the "construction-closed right lane" , two cars pulled over to the side and an ambulance. I think rider was standing up/ok..Hopefully nothing serious!
