I don't think I want to know how the car, the booster (being used as a voltmeter??) and the bike were hooked up together. If that starting system is dropping a car battery to 6V than there is something like a rag all tied up in the gears under that cover that was removed.

One resistor per side in parallel (that increases the load to make the flasher take longer) OR Swap the relay. There are some pretty expensive options out there. And ways to do it cheap.
